Unfortunately, the Bush administration has cut personnel and squeezed budgets at both the Food and Drug Administration and the Consumer Product Safety Commission, impairing their ability to monitor the quality of products made in China or, indeed, anywhere else.

At a time of ever-rising imports, the FDA has lost hundreds of food scientists and field inspectors. And the White House is proposing cutting the agency’s budget next year, in real terms. The safety commission, which sets safety standards for toys and many other consumer products, must inspect tens of billions of dollars worth of goods sold every year with only about 100 field investigators and compliance personnel. And it has suffered a 10 percent cut in its budget in the last two years.

There are some signs that Beijing may finally be getting the message. And for the sake of its own children, as well as America’s, China must establish an effective regulatory system and guarantee the safety of its own products. But American consumers can’t wait for that to happen. American businesses and American regulators have to provide the first line of defense.

Pall Corp., the manufacturer of filtration systems that last month acknowledged it was trying to determine if it understated income tax payments, Thursday said its financial statements dating back to 1999 can no longer be relied upon and will have to be re-stated.

Pall said that while it cannot predict when its tax liability will finally be determined or whether additional matters will be found in connecting with an ongoing internal inquiry, the company believes its taxes payable to the balances could be in excess of $130 million, exclusive of interest and penalities.

The company said also that it may have one or more material weaknesses in its internal control over financial reporting.
